TV grab taken off Indian TV Headlines Today and aired 28 August 2007 shows an Indian man being dragged by a policeman riding a motorbike, in Bhagalpur, in India's eastern state of Bihar. The man, who was accused of stealing a piece of jewellery, was first beaten by local people, before being handed over to the police. A policeman then dragged him on a few meters on a street as a punishment.
